There has been a lot of broken implementations.
I recall Quicktime taking over the .PNG extension in all my browsers without asking me, and no way out. No uninstall. Problem was, QT version of PNG was broken in more ways than one. That's when I swore to never install Quicktime ever again.
Then, I seem to recall it took a while before Netscape caught on. Is it flawless now? And the others? Does it work under Opera?
