The caching is, as I've mentioned, very aggressive, and you have to go to great lengths to get Firefox to re-read a changed favicon. HOWEVER, there is no caching for non-existent icons, which is the real problem here. Nobody would be complaining if Firefox just checked for the icon once, and then didn't check again for a few weeks.
