Game programming and CGI in the same language? That's interesting. It looks like a neat beginner's language, like AMOS back on the Amiga...

hot soup processor's been used to make a ton of really cool and inspiring games, but to me it's been really hard to wrap my head around the language without english documentation (some of the commands are rather cryptic).
HSP, however, unlike most "easy" game programming languages, is free.

Those two are free.
RenPy is free as in speech too. Also has an apparently large-ish user community and a somewhat active forum in english.
