So Does anyone know what the device is called that allows people to download saved files from the internet directly onto a PS2 memory card? I knew at one point but forgot the name. Thanks for the help in advance.

Some CodeBreakers or Action Replays will let you transfer them via an USB stick and possibly the internets.
