That's a funny looking NES.

You post makes no sense, but I guess you are talking about Famiclones (google the word for info). In general, they will actually look like knock-off of more recent consoles with screenshots of more recent games, and tend to be provided with no cratridge slots, only built-in games. You can find them easily all over the world for unsavory shops.
If you find one that accepts 72-pin cartridges, there definitely won't be a region lockout chip in it, but as far as quality is concerned, you're much better off running an emulator, most clones will be extremely approximative and glitchy, some games won't even run. Of course, make sure you see the console itself before buying, just because a console that accepts cartridges is depicted on the box doesn't mean what's inside the box is anything like what is shown on the box.
If you insist on playing on a TV with a NES gamepad, buy the real thing.

to answer >>1 - the original russian dendy machine basically looks like a famicom only with beige details instead of red, and yes it plays japanese games. i think there are other consoles branded as "dendy" that look like other things, and some of them are probably mega drive clones (the most popular/cloned 16bit in russia), so your mileage may vary.
