Because hairy legs are annoying, itchy and uncomfortable. They feel like pubic hair.
That said, I haven't had the ＧＡＴＳとＬＯＶＥ to do it myself.
My legs do not each at all, it's like baby hair. I shave my chest, but only because I work out and like to be a narcistic bastard and look at how my six pack is coming along.

It has all the practical advantages of shaving (plus it's faster) and none of the drawbacks (razorburn, itching, ingrown hair, etc)
The key is to just change our preconceptions about body hair... I used to hate it but then I started going out with a girl who didn't shave and now it's what I really like. I especially like it when they don't shave off their pubic hair, because it feels nice. Also, I kind of prefer women over girls, and hairless women seem to be what pedophiles like.

Once upon a time I used to shaved my penis area and chest. I would have liked to shave my legs, but then I would have a hairy ass surrounded by smooth skin, and that would be strange. I have no idea how one would shave their own ass!
