1) Jews (the Holocaust)

2) Blacks (slavery)

...and the people who actually have a reason to whine, they don't, like Rwandans. The rest of the world just let Hutus slaughter the Tutsis (the Rwandan genocide) in 1994. The member states of the UN refused to intervene and France was the only country that at least did something: evacuated all foreign nationals from Rwanda! [sarcasm]Wohoo! Way to go!
