4chan, specifically /b/, attracts a bunch of juvenile idiots because it's targetted at juvenile idiots. No matter what the owners / founders originally had planned, that's how it turned out.
Also, I think 4-ch is actually quite well off concerning the good post / stupid post ratio. More posters means more quality posts, sure, but it also means more crap posts. The relative amount will stay about the same.

The complete lack of moderation of it's text boards removes any possibility of such.

4chan: A chaotic orgy of memes, porn, and trolls with the occasional raid thrown in.
4channel: A slower, quieter (read: boring) website for people into Japanese popular culture but are put off by the faster-paced and generally more obscene posters at 4chan.
It's a matter of personal preference, really, though I personally prefer 4chan simply because something's always happening (though it's not always good).
Also, as a general rule of Internet forums, the larger the forum, the more idiots it attracts. That's why small, elitist forums with a more tight-knit community generally are nicer and more intelligent than, say, Gaia Online, a forum that by and large exceeds Something Awful and 4chan in terms of sheer size but also contains a staggering amount of idiots.
tl;dr If you don't want your precious internet forum to be overrun by idiots, keep it a secret.
