Because the porn industry apparently doesn't like the fact that society thinks pedocrap to be disgusting and has made it illegal, so they make an end-run around it by looking up girls on their 18th birthday (or 16th, or 19th, or whatever it is, depending on the country). But there is a deeper reason. Some people like to rebel and to break rules, no matter HOW tough the penalties are (well, they're overblown in some countries, but there SHOULD be penalties). There is a well-known Asian fetish out there. Why not focus on that, and leave the teenagers alone? I've had enough of girls grinning like Steeplechase rather than being seductive or trying to be seductive.
