I think it means "I don't love you right, but it's time or a relationship in my life."
It means that if he did hook up with you, he'd probably end up breaking your heart in the end since he's not ready. If you do want to have a relationship with him, and want it to last, you'd have to wait until he's ready.
I think it's a fair request. Sometimes we're a little too immature for something committed, and he's probably just being honest with you.

If he said "I love you" in the relationship-sense, this is by far the most likely option.
Alternately, he may have feelings for you, be unsure of what/how strong they are, and wants time to figure it out.
Either way, he's being very mature, and you should respect that.
If he said "I love you" in a friend kind of way, then he's really uncertain about the whole idea period.
