Your best bet is to enroll at a local college/university and talk to the foreign language department about a language exchange program. That way you can be introduced to American girls trying to learn Japanese, and skip the awkward step of starting a conversation with a complete stranger. Even if they're not single, maybe they know somebody who is, or they can connect you to local groups, etc. You don't need to take full-time classes either, just be enrolled for legitimacy.
You may also want to try meetup.com, see if there's any groups relevant to your interests and meet people there.

There are lots of people from Japan in my school (I'm in Southern California) and they seem fine. Just go and be approachable.

Just be confident in yourself and approach girls you think are cute. Make sure you dress well too. A guy dressed in a flannel shirt and hiked up jeans will get no attention. But if you talk to girls and learn to approach them more you'll end up with someone who likes you. Good luck~!
