Like this, "Hello?"
or
"Hi, Cindy!" ( Cindy = your name)

IANAG, but to me it souns always better to use the person's name, if you know it,... It makes the communication much more personal.

i prefer HELLO.. hearing my name on the phone is just annoying, as i already know i call him, so why bother and repeat it all over and over again? Maybe its personal and i prefer hello, because i don't like my name that much? (girl here)

Caller ID kinda ruins the Hi (insert name here). A hello makes a great impression in my opinion! Using hello in other places should be done too

For the people who chose Hello.... which tone? Because I hate it when I call someone's cell and I get the "Hello?" in the tone as if they don't know who's calling when they really do. Or did you mean you like the, "Oh, hello!" like saying hi. ??
