This would go on /vg/, but I prefer music listeners opinions instead of common game enthusiasts, who seem to only listen (or pay attention) to Final Fantasy or Metal Gear (good soundtracks, but... just gimme a break)
So, I would like to see who your favorites are and/or what game has the best soundtrack for you.
I really enjoy listening to Jesper Kyd and Alexander Brandon. My favorite game OSTs are Hitman Blood Money, Unreal Tournament 3 (these two by Jesper Kyd), Fallout 3 (Inon Zur), Jazz Jackrabbit (Alexander Brandon) and the EvE Online Score (Jon Hallur)

My favorite game soundtracks are Elder Scrolls and Hitman: Bloody Money.
I really enjoy the Guilty Gear songs (Daisuke Ishiwatari)
I would agree that Jesper Kyd has some good music from Hitman.
Also like th Command and conquer soundtracks especially the new one, Red Alert 3. Thought it was excellent.
Other good game soundtracks would be the music from:
World in Conflict, really suited the game.
Operation flashpoint had good rock music
Crysis good stuff on it too
War of the Worlds game soundtrack was amazing
Halo 3 bought the album to it
Quake II a classic, but all good ;)
Incoming forces, good dance music
The radios on the GTA games were alright
Jazz Jackrabbit's music was awesome. I think I still have the mods somewhere (or were they XMs?).
I'll join on C&C soundtracks for the military epic yet rock'n'roll touch. Hitman music are really good, and in the infiltration soundtrack I'll also cite Splinter Cell (it was Amon Tobin's work IIRC).
Little Big Adventure had one hell of a soundtrack.
Monkey Island for it's rather unique Carribean mood.
Diablo. Matt Uelmen did AWESOME work. And not only on Tristram's theme, even if I listen to that masterpiece on an almost daily basis.
Nights: Into Dreams. It's... sweet.
Castlevania, of course. Bloody Tears FTW.
The Nomad Soul. David fukin' Bowie.
Battlefield 1942. The other ones were good too, but BF1942 was the most epic.
And of course, Silent Hill
The Dreamfall soundtrack has some really good tracks.
Chrono Cross Soundtrack is my favorite.
Mirror's Edge Soundtrack is kick ass as well.

I like Devil May Cry 4's soundtrack. I haven't gotten a chance to get UT3, but UT99 and UT2k4 had some good tracks. Granado Espada (korean grindan MMO) has some really neat ambient techno and trance.

The guys behind the soundtrack to Granado Espada are the same as those that did the Ragnarök online soundtrack. And it's quite good too. And even if not for the original songs and themes, the Xmas remixes are awesome.
when I'm at work, or shovelling snow, I just can't seem to get enough Earthbound music. Eventually, the originals can get a bit old, but I listen to "Rock Candy" 1 - 5, or "Bound Together" (all 6 freely available) and they never get old. Well, excpet for the 100 million remixes of some heartfelt Polyanna.

Anything from the Seiken Densetsu 3 soundtrack is brilliant to me... ^^ I also like most of the tunes from Earthbound, Megaman X 1-3, Donkey Kong Country 1-2, everything Kirby, Golden Sun, lots of classic tunes. I couldn't possibly name them all here! My iPod is packed.

The Megaman Legends 1 and Tales of Symphonia soundtracks are the only ones I have.

Recently I've been listening to a lot of Zuntata (Hisayoshi Ogura, Yasuhisa Watanabe in particular) and the Super Sweep / Namco roster (Sanodg, Megaten, Namiki, J99, Iwatsuki, Aya). Koji Kondo, Jun Ishikawa, Uematsu, Sakimoto, Yuzo Koshiro are also top notch.
I like Persona 3 FES's soundtrack a lot. It's exciting, but still so pleasant...
The upcoming HL2 mod Neotokyo has an amazing soundtrack; my CD just came in the mail yesterday, excellent stuff.

My favorite artists are Solar Fields (Mirror's Edge), Jeremy Soule (Oblivion and Prey), Inon Zur (Fallout 3, Prince Of Persia - Crysis wasn't as good), Jesper Kyd (Hitman, UT3), Angelo Badalamenti (I know he's not a game regular, but the Fahrenheit score is out of this world), Alexander Brandon (Jazz Jackrabbit, UT Classic), Sonic Mayhem (Quake 3, Hellgate: London), Adam Skorupa (Painkiller).
Of course, there are classic songs, like Grabbag by Lee Jackson, and all the oldies but goldies (Mario included).
Im not sure who writes the street fighter soundtracks, but man they are fuckin great!

I recently started re-playing Summon Night: Swordcraft Story for the GBA - I was really surprised at the music. It was awesome! It had a definite 8-bit feel to it, and there were a few really great tracks. I'd suggest having a listen to it.
Also the Kingdom hearts music. Correct me if Im wrong, but i believe that the final fantasy people made the soundtrack for it too, which makes sense cuz it is fantastically composed.
Doom 1-2 and fucking quake 2 to me are the best
