I think you mean "decriminalizing possession of ...". What point is there in allowing possession of trivial amounts if buying and selling are illegal? This ain't going to help with the drug crime problem at all, though it may well be more humane toward opiate addicts who'll be able to control their withdrawal symptoms with opium, given the amounts. The rest is just the rancid candy of zero tolerance in a new wrapper.
(How much is 25 mg of heroin anyway? And more importantly, are the fuzz going to do a highly involved chemical analysis to see how much actual heroin is present in your average mostly-filler street shit?)
That much is just enough to do a demonstration at the local elementary school, OR to get a local elementary school kid high.

Drugs are not nearly as great a cause of crime as other circumstances, especially poverty (race is more a coincidence). Even if you accept that drugs can lead to violent crime, you cannot successfully argue that legalized use in a controlled environment (i.e. bars, within the home) is worse than illegalization and the violence associated with resulting illegal trade.

That is indeed unfortunate, but that kind of behaviour isn't exactly limited to illegal drugs. Plain old alcohol is likely a much bigger culprit in these cases.
