English conversation schools in Japan are never serious about language educations. Their only pourpose in Japan is to promote a feeling that being able to speak English is a fashionable manner and to make people want to pay some money for learning it. Obviously, among average Japanese people, learning English is not really taken as an academic subject. Almost all schools don't even teach basic pronunciation for the alphabet. If you pass high school education in Japan, you would have 6 years English learnig experience. However, most of high school graduates in Japan are never be aware of a correct prounciation for alphabet and existance of vowel sounds which they don't use in Japanese language. Who is teaching English in Japan? Nova teachers? I bet they are not.
