At least 47 envelopes containing 10,000 yen and a letter have been found in restrooms of local government offices in Saitama and Akita prefectures, spokesmen of the local governments said.

In Kawaguchi, Saitama Prefecture, a visitor at the city government office found nine of the envelopes at around noon Thursday in the men's restroom on the first floor. The visitor informed city government employees, and they informed police.

On the washi envelope that wrapped a 10,000 yen bill, the word hosha (token of gratitude) was written. The letter, written with a calligraphy brush, was addressed to "dear visitor who came today," and said, "Please use the enclosed bequest of 10,000 yen as a fund for your training."

Ten similar envelopes were found around the same time in the men's restroom on the first floor of the Saitama prefectural government office and the Saitama city government office, respectively. Both offices reported the incidents to the police.
