What's the Japanese term for "forum", like this one and all the other online thread-based posting sites? And is there a separate term for "BBS", as in a modem-based text-only system from the 80s and early 90s?

As far as my observations go, the Japanese call all 2ch-like forums that.
There is even more direct translation - フォーラム, which in fact is not a translation at all, but this seems to mean something like phpbb.
...or then again maybe I just got it all wrong. So whatever.
