Cellphones in India is ridiculously cheap. I don't know the exact rates but you pay nothing for incoming calls and text-messaging. It happened because they deregulated it, I think.
Does anyone pay for incoming calls? That is unless you are located in another country then your mobile provider is.

I use a very simple phone - an old nokia one, it's still monotonic, has no net access, no video, no audio recording NOTHING. But it sends and gets text messages and I can make calls well enough which is all I want really.
So my plan is simple as well, I pay nothing for incoming text messages, nothing for incoming calls, and I have about 80 minutes of free outgoing and 200 outgoing sms per month. That's not even the most money-saving plan, but...
I guess Japanese companies must be fat with profits now. Still, anyway - living without a mobile phone in Japan, isn't it a bit difficult? Of course you can get a new perspective on life...
I have a Cingular phone and I don't have a text-messaging plan so it's 10c per message. You can buy package plans, e.g. $3 for 100 text messages.

Japanese plans are ludicrously expensive. Really, you guys get raped over there. I can get everything you get for around 3000 yen. I really feel bad for you man, but then yet, everything in Japan is really expensive because Japanese people will just shell out the cash and pay the bill anyway, even though they are being ripped off. That's the problem over there, you never question anything, so people will always take advantage.

Hmm... yes, that's really expensive by Asian standards. Here in Hong Kong, for HK$110 = about 1650 yen per month, we get 1200 minutes of local calls, an extra 800 minutes of local calls within the same provider, and unlimited SMS within the same provider.
However, I remember when I lived in the US... we paid US$50 = 5700 yen per month for a few hundred minutes of calls, and no SMS at all. I don't know... maybe we really got ripped off big time in the US and most people there don't pay that much, hahaha!

I only pay around 4000 yen a month, that's what my dad in America pays for a minute plan with Sprint.
I only use e-mail though, I rarely make phone calls.
But you don't get charged for incoming calls and text messages are cheap, so I actually think cell phones are cheaper in Japan than in the US.
