It's probably because english is so widely spoken and it's encouraged in school. But a lot of people there seem to randomly use english words while speaking. Which is like how some people here randomly use japanese words while THEY'RE speaking, and they get called annoying or wapanese. but when japanese people do it.....nobody cares. Why is that?

Not necessarily true. If it's computer technology that you are talking about, for example, then English
can't be helped. But when there are perfectly fine Japanese words for English ones, excessive usage
is taken to be annoying. If you are talking about anime songs, then that beats me. But in the same vein,

There are so many different answers for this question.
1) Because it's a requirement for a middle school, high school and collage.
To graduate they have to fucking study English.
2) After the WWII, the top of American GHQ had this idea to make Japanese speak English instead of Japanese and some Japanese politicians agreed but most of them said NO to the request.

Because Japanese has this Shintou(even if they are not in Shinto, the idea of Shinto influence them a lot) idea to accept new things and use them. Before the Black Ship of America came to Japan and opened fire to the damn place; Japanese were mostly learning Dutch, Chinese and Portuguese. Japanese middle schools and high schools still require Chinese classics classes. It means some Japanese who get good grades at school can fucking read Chinese classics, but cannot speak/read Chinese that people in China are using right now.
Now, it's English that Japanese chose to learn instead of Chinese, Dutch and Portuguese.
Pop singers use English words because they are uneducated idiots who wanna use some new words they themselves cannot understand. Just like some English songs that have Japanese lyrics sound silly, their songs sound super ridiculous.

Probably the same reason people in the US learn Spanish. Because they are dealing with us enough that knowing English will be valuable for some of them. I don't know that I'll ever use my Spanish either, but I guess it's just a safeguard just in case I decide to live in Texas or California.
