Here is a suggestion: Don't look for friends on this board. Go look for non-anonymous boards, or try the chatrooms on skype (you will get lots of jerks on the latter though).

I met them at school functions.
As an foreign exchange student we rarely had opputunities to be in same classes with Japanese students, but the school sometimes have 交流会 or 合宿 so that's how I met many Japanese friends.
This book has a chapter with ideas for meeting foreigners in Japan:
日本でいちばん親切な英語学習法 (Ways of Learning English Effectively in Japan)
It's only about ￥ 1,000. Pretty cheap. It also includes good advice (like "Don't ask 'Can you use chopsticks?'"). It's a very good book.
There are also communities on Mixi for meeting people.
