Hi,
I am a sophomore computer science student in college. I want to study abroad in Japan but my school does not have a study abroad program. Next semester I will be taking my 4th semester of Japanese so I think I'll most likely have a minimum language requirement. I want to study abroad in Fall of 2009 for one semester. Preferably I want to be in Tokyo. I've already done a ton of research and my computer science department and international student adviser here is willing to back me up and negotiate but I'm going to have to find a good school and program that will take me.

Tohoku University
Waseda University
Lakeland University (garbage)
Tokyo Institute of Technology (grad school, grr)
and a few others.
It'd be great if any of you guys know any tech schools that might fit the criteria

In my opinion, you should think and google about the level of university because some universities which you listed are highest performing universities in Japan.
If you are a good student and can speak and read Japanese fluently, I recommend that you will go to those universities.
そして、もっとも懸念すべきことはあなたがどれだけ日本語を操れるかということです。日本の大学なのでもちろん試験は日本語でしょうし、大学のテストなので漢字にいちいち振り仮名を振ってくれるとは思えません。
もし、僕の書いている日本語を理解するのに時間がかかるようなレベルであるのならば、日本語があまり読めなくても大丈夫なような留学のプログラムを選ぶべきだと思います。
Finally, doesn't your university have a sister school in Japan? If so, I recommend to study abroad there.
If you have any japanese friend, you should ask them at first.

Physical Location (not the quality of professors) doesn't matter in computer science.

Why does it have to be Tokyo? Dude, just take a private trip for sightseeing.
I don't see why it has to be a study abroad program.
Or you may want to do a reverse check, see which Japanese colleges offer similar exchange programs with colleges where you're from.
But I'm not too sure if 4 semesters of Japanese class will be enough to take classes in Japanese. May be enough to get by in Japan, but not sure if all the education and technical jargon will be understood. You may want to consider taking a language aptitude test first or something.
I am japanese and I must say that if you are not from top level US university Tokyo University wont accept you.
