Are you talking about love handles or that bit of pudge that folds over the top of your pants? Either way, a good abdominal exercise would help.
Eat less, and cut the sugar. This may be very difficult, though.
Ultimately, all obesity stems from the problem that we eat more than we have too.
but the thing is, i hardley eat at all. i'll wake up late, eat lunch, exercise, then go on with my day, probably have a snack with a japanese soda (way less sugar than american) and eat dinner.
the pure fact that you are drinking japanese soda will make you fat for the rest of your life
you need to eat more. Because you eat less with just 2 meals a deal it means your metabolism is getting shitted on....all that food stays in your system as fat instead of being burned as energy. Eat 4-6 meals a day and do cardio. and be realistic, your not going to see much change the first month in

you should eat 5-6 small healthy meals throughout the day. its 2007 and you should know that by now. if possible, cut out salt, sugar, white bread, and artificial additives. try to drink only water, if you need caffeine, drink tea.
do at least 20 pushups, situps, lunges, and pullups a day. if you cant do 20 consecutively, do 1 of each every 30 minutes, just make sure you do at least 20.
if you can stick to the plan above for about 3 weeks, without a single day of cheating, you will definitely see a drastic improvement.
its not going to be easy.
btw, running is a horrible exercise. go to any marathon and the majority of runners have horrible figures. runners also end up destroying their knees later in life. my mothers a radiologist and a large majority of the patients she treats are runners needing new knees. the human body is not built to run long distances. youre much better off power walking or better yet, buy a jumprope for your aerobic needs.
You are female, yes? Women carry extra weight in that area naturally. Many very thin women STILL HAVE "MUFFIN TOPS". You can't "spot-reduce" fat, either. If you want to lose fat, eat less and exercise more. But there's not magical way to make your hips disappear.
