I often have this problem, here's something that's helped in the past:

Take a step back and consider, like a battle tactician, what realistically will happen in the near future. When you can see the situation laid out like that for you, like a map of a battlefield, you can more readily plan what needs to be done and execute it promptly. I think ability to work in this case requires a clear, un-deluded view of the situation before you.

Also, break down your battle plan into small little tasks that individual squads can complete. Big distances are traversed in many small steps.

Also remind yourself that whatever procrastinatory resistance you encounter is just weak laziness. If you can see it for what it is, fleeting, stupid laziness, than it's easier to shrug off.
