I think it's mysticism. And it does not merit the label "hypothesis." A hypothesis is falsafiable and therefore testable. This isn't science at all, it's religion.

I don't remember the specifics of this theory at all, or even really if there is supposed to be a giant mother floating around outside our world, spurting energy and shit into the ionosphere.
