Hello, can anyone direct me to a host that allows me to run an IRCd with IRC bots and bouncers?

The webspace should be 5 gigs or over and the bandwidth should be 20gigs/m or over. Free management (like offered on web intellects) would be great aswell.
I should also be allowed to swear and use "obscene" text/images.

I have a 40-50$/m budget.
