Ok, this ismy problem. Currently, I have to spend long times in my college's computer's lab. The computers here use CRT monitors, and all of them are set at 60 MHZ,. Which is a pain in the ass, and in the head. They were not set to 70< MHZ because the sysadmin of the college had things way more urgent to attend (Hell, he was so busy he even once offered me to be his assistant) before being replaced by someone else. I think that the period of time between asking him to change the resolution of the monitors and it actually happens would actually take more than the time I've got left to graduate.
I need to know if there is a way to change the refresh rate without accessing the control panel files? Those are blocked (basically, students have no permissions to acces the control panel), and a workaround would be nice; Right now i have this horrible headache >_<

I was forced to work in the college because my laptop broke. At the end, I couldn't stand it anymore and salvaged old computer parts from friends and junkyards and got a working computer out of it. I'm typing from it right now. Works better than most other computers I've seen, except in gaming.
