I don't know what you mean by "torrent friendly" because I live in NYC and Time Warner Cable Roadrunner works fine with torrents.

Define "torrent friendly".

Rent a server/VPS and torrent from there. If you get busted you can just switch to a new company.

My last ISP limited torrents and even disabled my internet when it found out that I had was torrenting files.

I also use Roadrunner and torrent heavily. I've never gotten complaint letters.

Cablevision is awesome. They haven't sent a single one. I start to not even believe it when people say Cablevision is bad because of DMCA. In fact, lately, their network has improved tenfold... so much that my download speeds are getting faster than ever from them...

... the problem is, Cablevision is available in the Mid-Atlantic region (New York, New Jersey, and Connecticut) and is not available in Las Vegas, so I'm sorry if I am no help to you, OP. :/

(I'm still jealous of people who have Verizon FiOS, but I'd be really careful. Warner Bros. already sent a warning letter to my friend, a Verizon FiOS Home Customer with the highest tier service. I'd be wary of that, but rest assured, most ISPs could care less to track down someone... unless they were a run-down net company. Then they're just doing it for the money.)
