My favorites are the ones that will kill anything that moves, also the ones who are mass murderers but could care less about people trying to assassinate them.

Johan Liebert from Monster. I think that's as "good" as it gets, in terms of well thought out villains.

Muraki from yami no matsuei, prolly because he doesn't immediatly resort to violence, he treats his enemies like friends and just plays with them (especially tsuzuki). Plus that evil eye creeps me out x.x
