There are no good IRC channels.
pretty much. the best place i found for hanging out and chatting is an obscure room on a web-based chat site. since it's web-based you don't get the tossers who usually inhabit IRC.
Somewhere that's active and where you know the regulars.

There isn't a "best" one. You have to decide which ones you like more than the others, etc.
http://irc.netsplit.de has a decent list of networks
http://searchirc.com does too, however, you're likely to encounter loads of script kiddies, newbies, dumbasses, etc, etc. SearchIRC is a horrible community.

oh btw, saying "emo" in most of those channels will make you banned,
