How does one add a font one has downloaded? (3)

More than this, how does one organize thousands of fonts one has downloaded without loading them all at startup. Linotype fontexplorer x does the job on winxp and osx, but what about linux?

In windows xp, go to Control Panel -> Fonts, copypaste your font file there.
Pretty much like this, not sure though since I'm not on windows at the moment.
