No, it has nothing to do with where the term originates. It has everything to do with the term describing a syndrome with very specific symptoms which only occurs at a significant rate in a specific culture, that is, a culture bound syndrome.

Japan suffers most from "hikikomori" syndrome.
Other cultures have same problem in smaller scale. Though the power of the internet made it worse last years. Some people may call them "slobs", "loafers", "slackers".

Hikikomori is just a Japanese name for those type of people..

But those kind of people can also exist around the globe.
