Meh. Ditzy chicks are fun but they make lousy long-term partners. Ditto with potheads. From the little info you've provided, I'd guess #4. Really, though, this is the kind of decision you should be making yourself...
#4 I guess. I'd like #1 if she wasn't a dumbfuck pothead. #2 is out of the question, there's no way you want to go out with a stupid fuck unless you just want a lay - which is dumb, and you won't get from #2 anyway. #3 is out of the question for the same reason as #2, why bother. #4 is the only real option, but I dislike forceful personalities on anyone - with serious relationships especially, I'd like everything to be completly mutual.
I would take a wait and see attitude. Something better will probably pop up.
Why don't you try talking to any of them? Maybe the ones you think are stupid aren't as dumb as you think they are. And #1 probably isn't a pothead, unless you know something we don't.
If #1 wrote a coherent essay on drug legalization, she's probably not a pothead.
Get to know #1 and #4 better, forget about #2 and #3.
