The Manga was created on the basis of one-sided remarks of exciled Tibetans.

the government treats the rest of the country just as shitty, but the Tibetans seem to get alot of attention.
It's true that it's difficult to know exactly what's going on, but I'd trust the exiled Tibetans over the Chinese government. News agencies with expertise in underground reporting (for instance, al Jazeera) have been there and reported on some pretty terrible things.
