It can't, which is why it will be considered and then smacked the fuck down for being unenforcable and grossly unconstitutional long before it threatens to become law.
It will fall into the same book as such laws as Ohio's wonderful law against hunting whales on sundays. And Clevelands Law against Women wearing patent leather shoes.
