Knowing 日本語 is bad for teachers? (7)

I was checking out Let's Japan, relevant to my interests since I wish to be a teacher in Japan after I finish school. I get the indication that knowing Japanese actually hurts you in some of these systems. Why exactly is that? Are the Japanese that afraid of you actualy understanding their own language? Someone in the know, please give me some good reasons why it can hurt to be billingual.
