What is currently the best music-making program out there?

I hear Sibelius isn't all that good.

First you need to answer some questions:
Do you want to write sheet music, do multitrack recording or create synthesized music?
What genre of music do you plan to make, orchestral, pop/rock, electronica or something else?
Are you more interested in ease of use or raw power?
What's your price range?
Do you own a Mac? (If you do you already have a decent one called GarageBand.)

I don't understand the question.

All sorts, I was thinking of a program which you could set certain instruments for certain notes, and put it all together.

Well, it sounds as if you're a newbie, so I'd recommend a book such as this: http://www.amazon.com/Composing-Digital-Music-Dummies-Computer/dp/0470170956/ref=sr_1_4?ie=UTF8&s=books&qid=1205262382&sr=1-4

I'm not certain which software it comes with, but it's probably some version of Cakewalk, which will serve you well for learning.
After you get the hang of things, you can upgrade to something pro like Cubase or Reason if you like.
