Guys can most definitely be moe! I am a straight male and even I admit this. Things that make guys moe:

foggy glasses so you can't see the eyes, being completely unaware a girl who likes him, being so wrapped up in academics that he is perpertually lost, school uniforms, trying to act tough but failing miserably, being absolutely incompetant in a relationship but in an indearing innocent way, having no understanding of why girls like pretty clothing/perfume/make up type of thing, boy who is constantly failing to confess his feeling to his crush, outdoorsy type, little brother figure in a large group of older people, scrapes and bruises, I don't need your help!, suits, ill fitting suits, wage slave, half asleep, perpetually late, running with toast in mouth!, girls are icky!

Alot of moe features are gender neutral!

Remember, moe is often/usually non-sexual and not particularly gender specific. If anyone feels like a challenge list gender-neutral moe.
