A lot of the time it's children who trade in there scratched games. When I take them in I usually have to add refurbishing fees on most on them because they are in such poor condition. (´・ω・`)

The way that we tell if a game should be sent in to be refurbished or not would be if there are deep scratches that you can feel with your nail, tons of small scratches, the ring scratch that some 360s produce..

Otherwise we take them if they are a little scratched, as long as they can be played then we don't charge an extra fee for the scratches. There is also like a 30 day return policy if it doesn't work when you buy a used game.

You might have a good point on them being stolen but I doubt thats the case with the majority of the scratched games.
