"Computer Graphic Art" is far too wide a term for it to be possible to answer this in any meaningful way. You'll have to be more specific about what you want to do.

Adobe Illustrator - good for design
Adobe Photoshop - editing pictures and other graphics.

Maya - 3D design program, very hard to use.
3ds max - another 3D design program.
Adobe After Effects - Special Effects for video making.

Gimp is my biggest pet peeve ever.

In 1998 it looked like Gimp would soon catch up with Photoshop. Then development went dead, and what eventually popped out (2.0) was underwhelming. The braindead interface hadn't changed either.

Gimp is free if your time has little value and you enjoy being frustrated.

I hear this arguement a lot about free software. free part of the gimp is supposed to mean that the gimp's licence permits certain freedoms that most proprietry licences do not. the fact that you are able to aquire a copy of gimp at no cost is because there are people willing to provide copies for no cost.

Adobe Illustrator is for vector graphics, which are used a lot in design nowadays.
Since typography is one of the graphic arts, there's Fontlab, too. The manual sucks balls, though, so you're better off with online tutorials.

As a rule of thumb, it's always good to have an idea of what you're doing before you start fiddling around with software. I don't mean you should have a hand-drawn sketch for everything, but it's always good to develop the idea before letting the program's options (and lack thereof) to guide you. Have fun!

I use Paint Shop Pro Photo XI now.. having stuck with Paint Shop Pro since version VII (when it was still done by JASC) I can just say I like it best.

Photoshop is ususally pushed as the "better" product but to me it just seemed more complicated and like it took up more system resources.

I think the last version does.
It's a soft from Japan, and was designed especially with "simple" illustration in mind; that is, get a feeling close to that of doodling on a piece of paper. It has awesome watercolors, and is my favorite soft for working with blended colors (I think painter is too "heavy").
It has a nice replay feature, which allow you to open/save "event files". Such files can be found on their website, www.portalgraphics.net - some of them are really awesome pieces of art. Mostly manga & the like, though.
And it's cheap (something like 50$ for the full version, 40$ for the "basic" version without the patterns & stuff)

you can bootleg photoshop and illustrator just like any program...but beware...its going to take you years to get anywhere near 'good'. I got photoshop 7.0 in 10th grade and now im going to sophomore year in college and cs3 is coming out...and i've been constantly practicing with these programs, I guess you can say that im 'decent' but i still have a ways to go

i go for photoshop for professional purpose but gimp for normal use, as gimp is free and is light weight

I'd recommend Inkscape, Photoshop, GIMP, and Paint.NET.
(Ok, I haven't used Paint.NET, but it looks very good as a graphics program...)
