Clannad is not animated at 1024x576.
It is broadcast at 480 upscaled to 720. The composite-cable dot crawl in the credit overlays makes this quite obvious.

Okay after looking at the 1024x576 version for a while, there is no way that's 480, the thinnest line visible is much thinner and sharper than 480 would have allowed for. And if the widescreen version were really 480, can you imagine how low res the 4:3 version would be horizontally?

On top of that, aren't anime "animated" as vector graphics and converted to the destination resolution at render-time? Kyoto Animation were claiming that everything was "re-rendered" for the Haruhi DVDs, which made me think that.
