I wasn't there when it happened, but I was told that foreign people just posted a lot of unrelated pictures, like Goatse and stuff. The admin(s) didn't want to deal with that, thought most foreigners weren't benefitial for the site and banned them all from posting.
I think we're pretty lucky to still be able to browse the site.

The outcast/shelter board allowed foreign contributions until recently when foreigners started trouble by posting lots of inside gag pics from 4chan.org and lashed out against the U-15 lovers on there. They were banned from posting there, too.
